Summary Abbot Low Moffat was the head of the Division of Southeast Asian Affairs in the United States Department of State from 1944-1947. He details Franklin Roosevelt's plans for a post-colonial Indochina, and notes that this direction was reversed under President Truman. He recalls the divisions within the State Department regarding French Indochina, and his opposition to the decision to back the French in their attempt to hold the colony. He briefly describes Ho Chi Minh, the presence of Japanese troops in Indochina, and the murder of OSS officer Peter Dewey.
